Eligibility Criteria

Candidates applying for this position should have the following qualifications and experience:

Education:

• LLM or Bar-at-Law degree from a university recognized by the Higher Education Commission (HEC) of Pakistan or a recognized international institution.

Experience:

• At least 15 years of legal experience in advisory and opinion-based work. Of these, 10 years must involve senior executive-level responsibilities, preferably in the public sector or with the Federal Government.

Good communication and interpersonal skills will also be required, as they would represent the Ministry in various national and international forums. One must possess the qualities of a strong leader, be disciplined in one’s attitude towards work, and be an effective team collaborator.

Key Responsibilities

The Senior Technical Advisor will offer specialized legal advice on a wide range of complex issues. The core responsibilities are:
Strategic Legal Advice

• Expert input on legal and regulatory matters relating to privatization, state assets, financial concerns, and the interpretation of laws.
• Legal and financial issues at both domestic and international levels.

Drafting and Negotiation Support

• Leading the negotiation and drafting of contracts, agreements, and treaties.
• All documents shall comply with national and international legal requirements.

Policy and Legislative Support:

• Advice on the legal framework and legislative issues.
• Settlement of legal disputes and other administrative issues.

Representation and Advocacy:

• Representing the Ministry in all forums and discussions involving legal matters.

Committee Work:

• Attendance at committee and sub-committee meetings convened by the Cabinet or other Government departments as and when necessary.

This job requires robust legal expertise and strategic thinking capability along with being agile in handling the fast and dynamic regulatory landscape.

The post will be based at the Pakistan Secretariat, Islamabad, Ministry of Law and Justice.
